The logical answer is UP would keep the line dormant and route all traffic on its existing lines. If forced to allow Tennessee Pass to reopen give the line to the short line that's most likely to fail. Lease a small part of the high maintenance portion of the line without interchange to other railroads. Set high interchange rates with the new short line and offer slow unpredictable service.
