Nothing nefarious about it.

The short answer is that they were included in the group of units (PA's, SD45's, C-628's, U30C's) that were sold to a locomotive dealer/broker which in turn sold them to Mexico. The company's name was something like Diesels International, but it's been 40+ years and I really don't remember. I'd never heard of company before, or since, so it might've been a one-time deal.

Hot Water might be able to provide some additional info . . . if some of you guys haven't run him off for good.
