Practically all electric light rail vehicles have magnetic track brakes. Normally used for emergency stops, and holding at stops. That's how they can achieve fast (~4 mphps or better) emergency stops. But if the wheel (usually disc) brakes don't have effective antilock the wheels will still lock up during maximum-effort stops, causing flat spots.

Many of SacRT's old Siemens cars have clearly audible flat spots, some of the former VTA cars too, but it's rare for a CAF car to have them. All of them have magnetic track brakes.
