As we are wont to say, it is complicated.

First off, you are going to need two requirements met: a similar amount of money to that already blown on engineering the Tehachapi-Palmdale detour and and neutralizing the Tejon Ranch Co. opposition.

You will have to decide on acceptable parameters like how steep a gradient to allow, how much to spend on civil works and how much to spend on mitigations and ameliorations to placate the locals, especially Sta. Clarita.

The mountain crossing north of LA is clearly the most challenging part of doing CAHSR. It should have been the very first task, not dicking around in the San Joaquin Valley. Pacheco should not even be in there; Altamont is paramount.
