Nice dream. But in reality (which bites at times), Bakersfield-LA was always a future phase for whenever unlimited money fell from the sky, because it was obvious even before the expensive environmental and preliminary engineering studies were done that the money just ain't there. Remember, the proposition was never intended to produce actual HSR - it was a transit and commute train funding measure. Somehow, the feds produced enough money that, when combined with what's left of the bonds, there was enough money to make a solid start on the Valley segment, which actually is (despite all its hassles) the least expensive and troublesome of the potential construction phases. A competent CAHSR agency could have done it better for less, but at least something is being done.
And I repeat, most of us will have shuffled off this mortal coil before much beyond the current phase ever starts construction as a true HSR line. Have fun watching things from whatever heaven you expect to populate, but don't expect to have any more influence on what happens than you have now.
