I personally don't think the Eel should have a train or a trail. I am a big NWP fan, but there will never be any action past Willits, and if there ever is, the new line would probably go east. The NWP was built to get lumber to the bay area. A port would not require direct access to San Francisco. The state should pay to clean that up, and put the road back to bed. Let the canyon be secluded again.
