Go ahead and use taxpayer money for such a project, similar to the Alameda Corridor. It would provide a lot of good paying jobs. I'd rather have my tax dollars go toward rebuilding the NWP than paying for things like gender reassignment surgeries for convicted murderers, hotel accommodations for illegal aliens and reparations for people who were never slaves. Comparatively, it would be money well spent.
