The minimal amount of trackage still in service (especially main lines), with PTC which is required for moving hazardous substances aka tank trains full of fuel, is already severely congested with other traffic and frequently blocked with heavy maintenance work. Even if we had the on/offload capacity and enough tankers, nothing could be done quickly. J and the others are right in that regard. So there's nothing FRA could really do other than temporarily waive PTC regulations so tankers could move on secondary lines without PTC. Even that would provide minimal relief.
Guess they could shut down any Amtrak trains on routes that might help with tanker movements. That would remove a source of congestion, at least as far as the railroad is concerned.
I'm a little concerned about waiving HOS rules for truckers hauling fuel. Six days on the road and I'm gonna get some sleep tonight...
