I wonder whether or not these people realize that this
thing still has asbestos-containing insulation under
the boiler jacket and they can't just have any volunteer
fool with that stuff. It takes training and certification.

Nor is leaving it in place and simply putting new sheet metal
and painting over it a good idea.

They should take a look at a similar UP 2-8-0 in Laramie, WY,
the UP 4004 in Cheyenne, and the CB&Q engine in Sheridan, WY to
see how it should be done.
