One of the problems with wind and solar is their variability. As the saying goes, the sun doesn't always shine and the wind doesn't always blow. However variable electricity availability is fine for desalinization by reverse osmosis. One runs the pumps when electricity is available and water is easy to store, as opposed to electricity. One thing California has is lots of coastline.

The costs don't quite line up yet but solar, offshore wind and desalinization technologies keep improving and cities and companies can afford higher prices than farmers.
