I fear that the lust for hundreds of billions, nay perhaps now trillions, of dollars in "infrastructure" patronage will result in "fixed" elections. Brainwashing of the electorate thru total control of the means of propaganda, aka the media, is a good starter.

But perhaps the final solution could simply be jettisoning the quaint retro notion of "no taxation without representation" Set up overarching agencies, authorities, commissions, councils yada yada that control whole regions or states and let them accrue the power to authorize and finance megaprojects without any elections on the grounds of "emergency", etc.
