OK, I get it now.

A boiler designed by a mechanical engineer, submitted to and approved by ASME, stress calculations submitted to and approved by ASME main office, inspected by an ASME designated third-party inspector while under construction, hydroed in the presence of an ASME designated third-party inspector, OK'd by said inspector and stamped in his presence, is probably no good.

Makes all the sense in the world now.
