Also this coal transloading was diverted from Oakland due to protests about shipping coal overseas slash using coal at all. I don't know that diversion to a different port accomplished anything real except Oakland getting brownie points. Lack of capacity/will for shipping coal is a main reason this hair-brained scheme of using the port of Eureka for coal was hammed up.
