The coal shipping wasn't diverted from the Port of Oakland to Richmond. It's been at Richmond for years. There was a plan to transfer the shipping from Richmond to Oakland which was not appreciated by Oakland residents - I guess they didn't think that breathing coal dust so that China's economic development could continue was in their best interest. I don't know how much coal dust is actually involved, but residents of both Richmond and Oakland believe that it is.
