Not sure if the Winchester rail yard was ever made operational. And then the end where the switching would normally be done,(my guess) has a grade level crossing of Hwy 99. So you block traffic on 99, instead of downtown Roseburg? Think it only has the main and a siding. But since traffic is down on that line, not sure of the benefits.
