Does RTC really own the "Felton branch"

In the previous post the author stated that RTC was going to seek abonnement of the Felton Branch. To the best of my knowledge Roaring Camp bought the Felton Branch from Southern Pacific 34 years ago, in 1988 or possibly even earlier then that. I rode the Big Trees and Pacific for the first time in 1988. So other then the trackage rights from the Boardwalk to the wye how could this be possible. We need some fact finders on this forum.
