Some observations and answers:
1. Watco would NOT come back to the CW (mutual feeling on both sides)
2. Contractor(s) are picked by the State (through a bidding process). The railroads do have to work around them to a certain extent. They can have the contractor clear once per day.
3. WSDOT rail office is a very conscientious group (overall).
4. (I an NOT a WSDOT employee)
5. Each of the 3 operators has a unique style. One of them is bound to work fine with the Owners (and does). One is bound to be indifferent. One is bound to have problems.
6. Last year's maintenance work was done by 2 different Contractors. Stan had the good one on his line.
