Contractor is contractually obligated to complete the work. The contract had weather-related provisions, which kicked in on about 12/12. The Contractor was already in damages due to self-inflicted delays. Due to the snow, the Contractor has been unable to return, but is scheduled for the end of the month after it is determined that the ground has thawed and that the roadbed will not be damaged with ballast tamping work at this time of year (when a vibrated ground can bring water to the surface and turn the roadbed to goo).
