What's with the negative comments about the tourist train. The rails are in place and it looks like some serious weed control is all that is needed to get things going. I would assume that some ties need replacing and low spots jacked up and tamped, but overall getting something running could be done with minor effort.
I don't know what type of rolling stock the Timber Heritage guys have but a motorcar like the Cal Western M-80 is all that is needed for a simple operation over the first couple of miles of track. The next step is to make a simple train of a locomotive, open car (flatcar with railings or a gondola) and caboose. As money is generated track crew volunteers can make more of the ROW operational and the mechanical volunteers can work on getting more passenger capacity.
That is basicly what the PLA did in Niles Canyon and look at what is there today.
Since the NCRA won't be using the ROW anytime soon they may as well let the Timber Heritage guys use it so that the rails and ROW is preserved.
