Can't speak for the market but, but craft and management here. I've worked and lived through the 96 meltdown till now.
Railroad management doesn't know how to railroad anymore. Don't blame Hunter Harrison on his concepts of precision railroading, bean counters made it from a scalable program of cost-control to cost-cutting. Precision scheduling was cost-control in concept. Harrison even applauded his managers to use his IC E units when freight needed to be moved. Read his books.
Accountants and consultants made railroads into the mess we are in now. The meltdown of 97/97 was pandemonium full of traffic and crews. Now, dead yards, no power, and no customer service.
