UP spending what money where on the coast? If it's south of SLO, it's the state's money for Surfliners. If it's between San Jose and Salinas, again, it's the states's money for possible Cap Corridor extension. If it's north of Eugene, it's again state money, or a mix with federal. None of that work is being done on UP's nickel. Work on other parts of the coast are likely to be minimal maintenance for freight service, with perhaps a spiff in terms of extra siding capacity for Amtrak at the state's expense. I'd even be surprised if UP did anything more than front the money for PTC installation on the coast, getting reimbursed at least in part by the state and/or Amtrak.
