The real question is will the Unions accept it? Asking for a 47% wage increase and only getting 22% is defeat. Not sure they want to explain to the membership they were screwed yet again (which is how they'll spin it.)
If they Strike they know Congress will quickly end it, likely voting the PEB recommendations into law, but this way they can at least blame those evil Republicans for screwing them. Yeah, it's a Democratic controlled Congress but when did facts matter? Just remember Teddy Kennedy & the Democrats screwed them the past time there was a PEB.
If they do Opt to Strike it will be lucky to last 24 hours unless the Union Strikes on say Labor Day weekend when Congress has gone home. Smart in the short term, dumb in the long term, but who ever said they were smart?
