The North Baltimore yard was expanded with more track capacity and additional cranes a year or two after it went into service. Home Depot established a new distribution center about a mile from the gate and road improvements were being made.
Hunter H Harrison made the call to cut it back just as he did with increasing head room in Howard Street Tunnel in Baltimore Md. Deals had been struck with the Port of Baltimore and with the State on funding and logistics on this last major impediment for double stack service between New England and the south. I’m not sure of the status of the Ohio yard - recall BNSF negotiated some fort or haulage agreement but the tunnel project is again proceeding.
