Climate change is a looming catastrophe for the planet, regardless of Gore and Kerry do or don't do. Many others who are much better informed than you about the science and politics of addressing climate are either taking actions or advocating for actions to save the planet.
The problem being addressed by the EPA regulations is particulate matter and other components of diesel exhaust. These are local and regional air quality issues which have health impacts separate from global warming. Whatever Gore and Kerry do on climate change is largely irrelevant to the issue emissions from diesel locomotives. Your post is a childish deflection.
