Ultimately the question will come down to how much money can government afford to spend on construction costs, maintenance, and operational subsidies vis-a-vis ridership. Expensive empty trains will get cut. Pretty much off-hours.

As far as the future of cities like SF, I dunno. I suspect the Party bosses will want to kill off the cable cars, streetcars and trolley coaches - city of god Manhattan does not have any of those things.
