I'd bet all these intrepid reporters would be shocked to discover that most RR rules are in writing in the form of the Rulebook, General Orders, Special Orders, etc. I'm also pretty positive if the crew was told to disregard a HOTBOX report that they'd be screaming loudly.
Most of UP's HotBox policies involved getting a message and then what to do after not finding any corresponding Hot axle. Again, all in writing in the rules.
