Yes, Al Gore come up with doing to RRR like was done to SS, that is stealing the funds and spending them elsewhere. In a great show of Carrier & Organization solidarity Gore was told not just "No" but "F*ck No!" RR Unions knew he had Presidential aspirations and he was told that if he did that he wouldn't see a dime from the RR Unions and possibly the entire AFL-CIO.
