The lower level of a modern well car does indeed protect the container doors from being opened while in transit. The UPPER LEVEL does NOT - in most cases, prevent access to the container doors, though a 8 foot ladder & bolt cutters would be required. Also worth noting that theft of Import Container cargo is treated the same as Interstate Commerce; it is a FEDERAL CRIME.
