As an outsider I just can't tell what is really happening from the article. However, what SHOULD happen when such complaints occur is the U.S. rail regulators descend on the operation, look at everything, and speak with the complaintants and their sources to make sure the railroad is operating properly. I hope the rail regulators are more proactive than the financial regulators like the SEC...this is a good test.
Let us know if the rail regulators ever show up. They should NOT wait until the next regularly scheduled audit to visit.
Kind of sad that the complaintants need to go public rather than being able just to approach FRA or STB reps with their concerns. In finance you could go public and talk to the regulators and still nothing would happen.
