What's new is management saying stuff like:

That's a clear violation of FRA requirements.
The program will be in place this year? I could have the program in place this week, maybe even by this afternoon. All it would take is a few phone calls.
Even in remote Nevada, drug testing is common. All commercial truck drivers (and railroaders) are subject to it. You could call just abuot any hospital and set up a testing agreement with them.
The requirements and frequency are all shown in the CFR's. There are lots of companies out there that specialize in this. You just give them an employee list and they do the rest, including putting your employees in a random test program. They just call you up and say "Send in John Smith for a random" and you do it.
This isn't rocket science, and he's not doing anything that hasn't been done before. So if he can't even accomplish this, it does raise questions.
