Drug and alcohol programs mentioned by the Sacramento idiot do not necessarily apply to "...railways or raiload trackage that does not physically connect to the national network." Does NN perform interchange work or transfer runs on any national carrier? No.

This is why almost NO tourist railroad, museum, etc. is required to have this CFR mandate in place. Further, if CFR applied, then no antique streetcars could legally operate. Why? because it could not meet the Federal standards for a certifiable air brake test and inspection because 90% of the pre-formed gaskets and seals are not made- which must be "in-date" not later than (7) seven years old, not to mention very few, if any, certified air brake portion test racks exist.

What is the Sacramento boys' REAL motive???
