A railroad exists to do both. No paycheck = no employees = no trains, and no trains = no revenue = no paycheck. It's a circular process. Unions came along later.

As the old RR adages goes, "A railroader isn't happy unless he's complaining." When applied to the general public, this is largely what drives the daily news, particularly factiod yellow press harum-scarum agencies like Faux News.
