Yes, SP Santa Fe, MP and a few others, ran their Business Passenger Cars on the back of Amtrak from the start.
The UP Santa Barbara Subdivision has a 79 MPH Maximum Authorized Speed for all Passenger Trains. This was paid for primarily from the LOSSAN agency that is responsible for the Pacific Surfliners.
"Come take the Union Pacific for a happy trip. You'll have a Holiday, on Amtrak's Pacific Surfliner Train."
