I'd be curious to know to know how often the line operates and what its annual ridership is. A considerate and lengthy benchmark analysis should be conducted to delay the widening project and line consultants' pockets to determine that well over 95 percent of the population doesn't care about the toy train and say "Widen the damn road already!"
