On much of the line between 50 and White Rock, ballast was cut back to the end of the ties during construction of roads etc. for the housing. Why isn't the developer on the hook to repair that? The city could also make the developer finish the crossings with appropriate equipment. It should not be the excursion people's responsibility to make those kinds of repairs/improvements. They're just tenants.

Of course, the city's also planning to evict the railroad from their operation base at the wye in favor of moar housing (in a flood zone...). Intent is to kick them completely out of town, to unspecified property south of White Rock where non-agricultural use is prohibited by the county's General Plan. Which would fix the White Rock Rd issue by letting them tear up the whole railroad in town.

Basically, the city doesn't want either a grade crossing or a grade separation (the latter being truly dumb for occasional 10 mph excursion trains). Both would cost the road people money that they're running short on. They want just a road.
