The FA-1 along with the rest of the equipment on the spur WERE owned by "historical and rail communities", including the Friends of 4449, the Northwest Rail Museum, and the Pacific Northwest Chapter of the NRHS. And most of the equipment was in such deplorable state - beyond economic restoration, and the cost to move the equipment would have been huge.
