I'm just noting that we have previously simply set a technology and fuel neutral standard of allowable emissions in an established baseline emissions inventory for things like "heavy duty" "on-road" vehicles, or other mobile emissions sources, and quite successfully reduced health criteria emissions, by a variety of technological approaches for various fleet needs, including alternate fuels and EV's.
Why do you feel that you need to have a bureaucratic "mandate" to require "only" wire should count?
All I can say, is that there seem to be an awful lot of folks billing the folks who are lobbying CARB, almost as hard as you are, to mandate "only wires", to the exclusion of your "vast" hydrogen "conspiracy"...
