In some cases, roads can be the instrument of racist policy. Used to separate neighborhoods, keep people "in their place", etc. It's very unusual to see highways pushed through neighborhoods of million dollar homes. But common to see them used in slum clearance. In New York State, Robert Moses specified low clearances on his parkways to prevent trucks or buses from accessing his whites only beaches on the island. Collisions with unauthorized trucks have been a staple on NY traffic reports for almost 100 years.
In other cases, roads can be the pathways to better jobs, more opportunity, and economic advancement. They are tools, not principles.
