The public be dammed

I recently crossed the Martinez - Benicia bridge and noticed Union Pacific's railroad bridge covered with graffiti. A day later I'm in Auburn Ca.and UP's big span crossing Hwy 80 is covered in graffiti. Even the truss bridge north of Dunsmuir at Mossbrae is sprayed with graffiti.This has been going on for years and getting worse.Does Union Pacific have an obligation to keep these bridges especially in high visibility areas free of graffiti? Can't they cosmetically just spray out the graffiti?
