There's probably a list of things, maybe even things like this on it.
Caltrans does a lot to remove graffiti, and even in some innovative instances to "prevent" it. We even had an old friend of mine, who was District Director at District 7, in Sou Cal, who started planting a program of planting bouganvilla, under places where taggers could climb on the freeway overpasses, that worked pretty well. But, I have a feeling that Caltrans will not touch the RR bridge, if there are any issue of either hazmart and/or other ownership/liabilty issues with the structures over the freeways in this location.
The state of today's large RR monopoly carriers and the demands of instant gratification by hedge fund managers could give a rat's ass about the impact of this on communities.
They are having to respond to lawsuits and other actions, where they have been negligent in the upkeep, care, or uses of their property. Corporatons are not people, no matter what the Supreme Court decided in Santa Clara versus Southern Pacific, as corporations are simply a variety of limited liability investment device, with no conscience, which driven by the purpose of maximizing return on investment, without regard to other considerations, if left unregulated and/or unguided by any moral or legal restraints,of the owners or society in which it operates
However, trial lawyers, however much maligned, especially those working for other private property owners impacted by the negative actions of other private corporations, are one of the more effective legal/moral constraints in our society.
There was a fire on the UP ROW, a while back, which damaged and destroyed several businesses, has engendered several lawsuits about the upkeep and maintenance of the ROW, including the clean up of, overgrown vegetation, trash/illegal dumping, and the removal of homeless encampments, which fueled the fires.
And, this kind of potential liability, per the other recent post, may have been what precipitated the folks at the Santa Maria to have their ROW cleared recently.
If someone can show harm then they cansue UP over the graffiti... Which may be a lot harder than suing the RR over things like this fire from neglect of ROW maintenance...
And, of course, there is always the famous song: "Always look on the brith side of life....." Maybe, there is an upside to free paint jobs from taggers...?
If this is indeed, an actual hazmat situation, then the modern synthetic paint being used to tag the bridges may well be helping to contain the lead exposure to humans, and keeping average IQ's from falling still further...
