The great advantage of buses is that they use the roadways upon which huge sums have been lavished over the years. A current example of this ongoing splurge are the new HOV lanes in the San Rafael area that just opened up.
The buses access San Francisco via the GG Bridge, which any rail transit system in the Northbay must also eventually be able to do in order to be viable. The only route that has the patronage potential for rail is that of the trunk #80 SF to Santa Rosa line. Even that is a push but I believe the investment, tho daunting, is worth it for the future.
Marin seem to have zero interest in mass transit, altho some minds might change if their precious ferryboats become prohibitively expensive to operate. SF is short of money and leadership. SMART is sure to run into money problems, especially in Sonoma County where it has been difficult over the years to even get the funds approved to pay for Golden Gate Transit bus runs to San Francisco.
