Would a 710 on DEF work to re-engine a F59PHI to T4? Can't do that for California (has to be zero emission for future purchases == hydrogen in some form), but other places might be interested.
I'm guessing that, if Siemens coughs up a hybrid of some kind that can actually run off the battery (engine shut down) for a short distance, that's what everybody in CA will buy in the near term. None of the other locomotive builders seem to be interested in the limited passenger market. That and biodiesel, LOTS of biodiesel.
