Reading thru the IG report, this service at issue is a rail substitute in certain corridors for Highway transport contracts. Essentially, USPS loads up trailers or containers and ships them. Most of their surface transport between distribution centers is by truck. They were (still are? the report was from 2022) trying rail in a few corridors. IG was unhappy with the (lack of) management of the contracts by the PS, and the (lack of) attention to internal policies and procedures. The performance of the rail service documented by the IG was pretty poor, too. Note the % and average amount late. Again, this was for TOFC or container transport in certain long-distance corridors.
