Yes. When the GP35 + DD35 demonstrator set toured many railroads during the fall of 1963 thru the spring of 1964, quite a few railroads were "interested" in the DD35, but only the Southern Pacific purchased a few, after the UP, of course. It seemed that most railroad engineering and mechanical departments were afraid of the DD concept.
