I've had several occasions with our local "SmaRTride" on-demand bus service where the bus's reader was broken. I have my "Connect Card" similar to LA's TAP card (I have one of those in a file of old cards, from when I went to LA on business semi-frequently) loaded for fares, but don't often carry exact change for bus fare. The driver didn't want the cash, just said the ride's free. For an appointment-based system (even if it's short-notice, maybe 1/2 hour on average to arrival time at a nearby corner), that's appropriate; there's no "next bus" and a functional card reader is kind of a daily maintenance check isn't it?
