Going back to when I was a kid, SEPTA has always seemed to be in some sort of death throes each year. Without doing an internet search to find the facts (because I'm lazy and shooting from the hip instead), I think it has something to do with their funding being set up in a screwed up manner that is re-established annually as if it is a new item (or something like that).

In the 1970s and 1980s they were infamous for the temporary cuts to service until funding could be found that become permanent.

I believe that PAT in Pittsburgh has the same problem.
