Pretty sure it'll be magnitudes easier to kill off HSR in California than a Constitutional Amendment. Requires just majority votes, and there are even Democrats pissed off about reckless spending and spending priorities.

Uphill battle sure...but I wouldn't count this one out. Trump and his politics have absolutely no relevance whatsoever - and this has NOTHING to do with the Constitution, whatsoever.
