The power plant at Laughlin was fed by a coal slurry pipeline from Black Mesa that was built and originally owned by Espee's pipeline subsidiary. With its water consumption, it might not have been the smartest move in the arid Southwest. What did they do with all the water after they were done hauling coal with it? Did they dump it in the Colorado River? Maybe the lettuce that was grown in the lower Colorado River valleys had a crunchy taste to it.
Could part of the reason the plant at Page was shut down was due to the coal deposits at Black Mesa being depleted? As they've found out in the Powder River Basin, once the east-to-get coal has been mined, expenses go up when you have to go after the harder-to-get coal. And when THAT coal has been mined, then you take it up the kazooie with no lubricant.
