The gist of the article is these plants are outdated technology already, which is not surprising in a fast-emerging field of renewables.
What I'm left wondering is what now becomes of these old panels now that these plants will be scrapped? Are they at all recyclable or just a massive pile of junk plastic that could fill up a small county landfill what is left?
