My understanding since California enacted AB5 and the 2010 CARB rule
Its greatly impending independent truckers in the state
BNSF and UP constructed inland ports in Yuma, Kingman, Las Vegas, Sparks and Klamath Falls to bring trailers and containers to and from California, bringing them to the banned out of state truckers.
